Ok, I fixed it finally. Had to make a selective reinstall of my Win-SDK;
got the winsdk_web.exe install program from MS. Selected only to 
reinstall the tools; i.e. MSbuild etc. This seemed to have put corrected 
files into "%PROGRAMFILES%\MSBuild\Microsoft.Cpp\v4.0\"
Some of them may have been broken. No idea really.

I did a "msbuild nmap.sln" in "mswin32" and the build went just fine.
The resulting program works too.
