The "pre-scanning" phase should not run by default, you can see the list of scripts that are running in this phase, just specify -d1 or higher. Most of the pre-scanning scripts need a special argument to run, or you can specify "--script 'broadcast'" to start the broadcast scripts of the pre-scanning phase. You can find the list of the scripts that are running in the pre-scanning phase after the following debug message (-d1): NSE: Script Pre-scanning.
