After learning more about autoconf/m4 I redid this patch in a way that
leaves the macro intact while making autoreconf think automake isn't used.
I hope this patch has better chances of being accepted upstream.

This is indeed a better solution, but we won't accept this patch. It's
such a narrow use case that I recommend you just add the patch to your
build system, or else run just autoconf in the libpcre directory.

Also note that the configure problem in
http://seclists.org/nmap-dev/2012/q1/1 has been fixed since a long time,
so you may not even need autoreconf anymore.
