OK, it's been four more months but I have some updates on this.  First of
all, I think it would be better to base NPSL on GPLv3 rather than GPLv2.
 When I wrote the first NPSL draft, GPLv3 was still in the
review/discussion phase.  So I'm going to make a new version and circulate
it here for comments.

But I'm not about to delay an Nmap release for this, so I just made some
minor "patch" changes last night to Nmap's existing license instead.
 Hopefully this will close some loopholes and stop the biggest abusers.

In related news, I've released a new version of Nmap (6.40) to the web
site, just in time for Defcon and Black Hat!  I'm working on finishing the
changelog and then I'll send a more formal announcement out.
