newbie question and raw sock scanning

if this has ben gone over before, i'm sorry. i'm just a bit confused. so i am always told nmap cannot scan localhost due to lack of raw sock support. ok, so i couldn't really do a UDP or SYN scan like i wanted, but i still was able to do a localhost scan last night (connect) with no problem. i am on win7, should we stop telling people you CANNOT scan localhost and maybe refine those words with "only connect"? like i said, if this was gone over back in the day when this came up, i'm sorry. last thing, and again, hopefully not too newbish---is there any real difference in scanning a loopback vs my direct 192 ip? they are technically not the same, correct? i was curious if the scan does anything different between the 2. i had no issues scanning both last night thank youm|ke
