Try accepting all ICMP in the filer. If that doesn't work, I read somewhere that it *might* be an issue with the iptable_nat module in the linux kernel - https://bugzilla.redhat.com/show_bug.cgi?id=1402695. A similar issue was also reported earlier in http://seclists.org/nmap-dev/2016/q4/131. It has been updated in future releases of the linux kernel. Dunno about Debian though. Cheers,Varunram
