question regarding max retries

hello all hopefully this isnt a silly question. setting the max retries value to 1 when scanning my router, i figured i would see just one packet/probe in debuging output. this is what i am seeing. my question, is this normal behavoir for this setting? m|ke Service scan sending probe NBTStat to 192.168.0.1:53 (udp) Service scan sending probe NBTStat to 192.168.0.1:68 (udp) Service scan sending probe Help to 192.168.0.1:53 (udp) Service scan sending probe Help to 192.168.0.1:68 (udp) Service scan sending probe SIPOptions to 192.168.0.1:53 (udp) Service scan sending probe SIPOptions to 192.168.0.1:68 (udp) Service scan sending probe Sqlping to 192.168.0.1:53 (udp) Service scan sending probe Sqlping to 192.168.0.1:68 (udp) Service scan sending probe NTPRequest to 192.168.0.1:53 (udp) Service scan sending probe NTPRequest to 192.168.0.1:68 (udp) etc.............
