As far as I know Android is OpenSource https://source.android.com/source/licenses.html so yes, please send pull requests =).
Devices ship with proprietary forks of AOSP though, not raw builds of AOSP. It's rare for anything other than the kernel sources to be made available (GPL2). Other than Nexus devices at least, and even then there might be some differences from the public sources.
