You could try sending it to the Mal-Aware group. They work with Castle Cops to do take downs through FBI coordination.
The bounce email I got back had an address in it saying contact them if you have problems. I mailed them an explained the situation, they agreed that it was ironic that you couldn't send a phishing mail to their phishing email address so dug my mail out of the trash and passed it on. They also gave me a beginners guide to firewalls and why they need filtering at a bank. Very nice of them.
