localhost in IIS logs, WTF?

Starting to see spammers and scammers hitting websites that I manage
and they're showing up as remote IP being 127.0.0.1  What's going on?
How are they doing this?

I have had lots of these goobs filling out the "signup" forms with
junk, looking for SQL injection flaws or else just signing up to the
forum to post ads for meds etc.  But recently they are showing up as
originating from localhost.  What's going on?!?
