ldistfp, a tool from TESO, does just this, using only the banner of an ident server. The database contains numerous entries (90+) for Linux and others Unix. But I agree that a tool doing the mapping like : OpenSSH-3.4 + Apache 1.3.12 = Linux X.Y would be very useful ...
