There is also per-IP licensing for Impact. And there may be other
licensing options too.

Which is why it's much simpler to contact the vendor for these
sort of inquiries.

That's the government rate.  They charge a little more for security
professionals.  Both are not limited with the IP addresses that can be
used.

I've heard that they have reduced prices that will also limit the IP
addresses that the tool can be used on.  For example, a company can
buy a copy at a reduced price that can only be used against the IP
addresses used by that company.
