As to the "remote" issue, if you have a network IDS/IPS, you can do this at any choke point where you know the traffic will traverse; just apply a filter to look for source-destination IP of relevant devices listening on the telnet port; an alternative is to install a local sniffer (TCPDUMP, Ethereal, or even Snort (not a sniffer but can act as one) on the Telnet server or the client you want to sniff.
