Several tools follow this model, but its important to remember that most tools are frameworks where a certain amount of features are "free" through wizards etc. - while taking full advantage of it will require you to play with it in labs, explore each module in a scenario where its actually successful and learn how to tune the different settings to take full advantage of the framework as a whole - and by this giving your customers more value.
Also, most tools have good SDKs for custom modules.Learn these, and you're able to write your own modules, import exploits and/or rewrite exploits that might be written only for one application to maybe work against other applications or on other operating systems as well.
