Check out the originating legislation (http://www4.nas.edu/cpsma/cstb/itas.nsf) passed by Congress. It requests the final study address:

(1) The capabilities of present-day computer-based control technologies for controlling electronic transmission of pornographic images.

(2) Research needed to develop computer-based control technologies to the point of practical utility for controlling the electronic transmission of pornographic images.

(3) Any inherent limitations of computer-based control technologies for controlling electronic transmission of pornographic images.

(4) Operational policies or management techniques needed to ensure the effectiveness of these control technologies for controlling electronic transmission of pornographic images.

CALL FOR PAPERS and other input -- NRC Project on Tools and Strategies for
Protecting Kids from Pornography and Their Applicability to Other Inappropriate
Internet Content

The subject of controlling children's Internet access to pornography is charged
politically and emotionally in the national debate. Other areas do provoke
public concern, but pornography on the Internet is and has been a major focus of national debate for quite some time. Recognizing this issue, the U.S. Congress
asked the National Research Council (NRC) of the National Academies (which
include the National Academy of Sciences, the National Academy of Engineering,
and the Institute of Medicine) to examine tools and strategies for protecting
kids from pornography and their applicability to other inappropriate material on
the internet.

To facilitate its study of the relevant issues, the NRC's Committee on Tools and Strategies for Protecting Kids from Pornography and Their Applicability to Other
Inappropriate Material on the Internet seeks white papers from interested
parties on topics relevant to this issue, as well as a number of other kinds of
input.

Details on submitting white papers or other input, as well as more information
on the project, can be found at http://www.itasnrc.org. In particular, the
topics of interest to the committee can be found at this site, as well as the
requirements for submission.  Many topics of interest are listed, and
prospective authors can choose topics not listed as well.)
