This is coming in late (lodged in April), but I thought it might be of interest. Essentially I argue in the submission that promoting "rich content" has been a poison pill for internet companies and that more thought needs to be given at a policy level before the Senate endorses additional protections for "rich content". I give some examples of the effect of overemphasis on content has had on direct investment (eg Excite@Home), telecommunications investment (overengineering to anticipate quality of service needs for rich content); network design (asymmetric upstream/downstream capacity) and broadband pricing at the retail level.
