Declan,

 If this is at all permissible, the registrar's should be allowed to do
this, rather than a third party - the consumer shouldn't have to pay an
extra fee to be able to operate a domain semi-anonymously and avoid address
harvesting, etc. On the other hand, this renders "whois" even more useless
than it already is... as a long time Internet user, I dislike that
intensely.
