Declan, Good column and info, but the true irony remains unmentioned.Vermont is the only state where an individual can have a non-photo driver's license, for any reason, no questions asked. (Other states have various restrictions.)

The very independent people of Vermont have decided that not everyone needs or should be required to have a photo ID card. Why their ex-Governor is not on board remains a mystery to me.
