Some data structures in rules.h file

Hi, 

I am just trying to understand the mechanism by which Snort stores it's
rules by looking at the data structures in the rules.h file.

The RuleTreeNode makes complete sense and seems to be sufficient since it
is a linked list and also it supports the rule options linked list for
every node. 

But I don't see how the Listhead structure fits in to it and what the
purpose of the ListHead structure and the RuleListNode structure is.

Can someone please enlighten ??
