mysql support configure question

I'm trying to install snort with mysql support.  After running:

./configure --with-mysql=/usr/local/mysql --prefix=/usr/local/snort/

I get an error saying there is no MySQL.h file  I have all the required libs
and stuff.... Don't know why it is not working.  I install mysql-devel rpm
and I still have no MySQL.h file anywhere on my system???

any idea?
