I use this rule and it works fine:

alert ip any 0 -> any any (msg:"Source port zero attempted";)

I also noticed that on all occasions that this has been tripped, it has been
because the packet is fragmented.....

Hello users, currently using snort 1.8.4 and I seem to be having a problem
logging traffic with a source port of 0. I do see the ICMP response from our
host but the initial packet is not logged. The rule being used is 

alert tcp $EXTERNAL_NET any <> $HOME_NET 0 (msg:"MISC TCP port 0 traffic";
sid 524; rev;1)
