unable to open //.snortrc

hi all, 

i have just installed snort-1.9.1 by the instruction in the INSTALL file. 
However, when i run the command "snort" , it says that 

ERROR : unable to open rules file: //.snortrc 

questions : 1) How do i know whether i have successfully installed snort ?
           2) How to solve the rules file problem ?

running on solaris 8.
