preprocessor question

Hi all: I was reviewing the documentation section
about portscan preproccesor. Had a few questions

I have installed Snort 2.0.1 on W2k. Where do I define
the preprocessor. Documentation says I should comment
in scan-lib. Where is this scan-lib? Are there any
examples in standard binary installation.
