Hi, yes it is. In general: When Snort starts, it builds some kind of a matrix with the ruleset provided, which allows a fast search and matching of packets to a specific signature/rule. If you change the ruleset you have to rebuild the matrix which at the moment only can be done if you restart Snort. For more information you may want to read the docs supplied on the Sourcefire and/or Snort website - depending on Snort version you use.
