Truncated TCP options?

I'm getting a *lot* of these that appear to be associated with P2P file sharing: Signature "[snort] (snort\_decoder): Truncated Tcp Options"
Is this a normal thing for any of the file sharing protocols to do? These are empty TCP SYN packets.
