If
which gcc
retruns a path to gcc then configure should also find it. You've probably already figured out your problem but if you haven't send the output of the following.

echo $PATH
which gcc
./configure

No, not if your gcc is installed some place weird like /usr/local/bin... root doesn't have /usr/local in it's path, but non-root users do.

Fix your GCC install.
