From my past experience, the windows pre-compiled binaries of snort are 
not compatible with the WinPCAP 3.1 betas, they are built for the non-beta 
release of winpcap. Uninstall and downgrade winpcap to the latest non-beta 
release (3.0) and you should be OK.
