FLOW PORT SCAN PREPROCESSOR

hi ALL,

i was looking at the snort.conf file on a sensor installed by another person and i see flow port scan preprocessor 
commented out by him,could anybody tell me if that generates lot of false postivies or why somebody would comment it 
out ,it seems like pretty important.
