Snort on Win98

I installed Snort 2.3.3 on my sister's Win 98SE PC. I'd like just 
to monitor live data using the -vde switches, however nothing gets 
displayed and initialization does not display any errors. I 
installed WinPcap. Is there anything else I need to do on Win98 SE?
