I did get this to work by hand once, a day or so back, but when run from a script it failed again as it did this morning when I tried just using wget on the command line. There was also someone asking about just this error a day or so back on the oinkmaster mailling list. Could get file from a browser but getting it via oinkmaster failed.Try this: wget http://dl.snort.org/sub-rules/snortrules-snapshot-2.8.tar.gz?oink_code= <oink code> It works for me.
