Erm... shouldn't the sources be built in a sandbox environment and then distributed to the production systems via .rpm 
or .deb or other some such?  If you're trying to keep your threat space as small as possible that is...

wget worked just fine for me... although the file was saved as 
snort-2.8.6.1.tar.gz?AWSAccessKeyId=[snipped]&Expires=[snipped]&Signature=[snipped].  Not optimal, but it unzipped and 
untarred just fine.
