So, if it sees an IP for a windows host, and that host in in the
attribute table, what policy does snort use? The default windows policy?
Or does the policy not matter at all?

If Snort has an entry in the host attribute table for the IP that the
traffic is going to, Snort will use that entry for reassembly.
Otherwise it uses the snort.conf config.
