Thanks.  This has been previously reported.  This is unfortunately an artifact of how pdflatex creates the pdf out of 
the latex file (what the document is written in).  Maybe someone else can chime in, but I think it's because pdflatex 
tries to keep the table all on one page and unfortunately this messes up the table placement.

This is further evidenced by the html version of the manual:

Where it is parsed and placed correctly.  (Both the html and the pdf are created from the same file)
