you are not supposed to change anything there... only check the parameters used 
and those appear to be correct... so that leaves at least two things...


1. do you have any spaces or tabs in your config where you have entered your 
oinkcode in the one (or two) place(s) it goes?

2. there might have been a problem at the snort web site that may be fixed 
now... i just tested (using the following command line) the given url that PP 
uses for that specific md5 file and had no problems pulling it with my oinkcode...

   wget 
http://www.snort.org/reg-rules/snortrules-snapshot-2946.tar.gz.md5/*oinkcode 
here* -O snortrules-snapshot-2946.tar.gz.md5


finally, your shows "Error 500" which is an http error code... 500 is a generic 
catch-all error message given when no more specific message is suitable... the 
5xx codes are /server-side/ errors and there is generally nothing you can do to 
fix them as long as the proper URL is used... 500 generally indicates a problem 
in the server...
