[PATCH]: src/util.h: Add SnortStrtoull/SnortStrToU64 functions

Hi snort-devel,

I've added a SnortStrtoull() and SnortStrToU64() set of functions to parse
64-bit unsigned integers from strings to util.h in a side project I'm
working on.  I thought it might be useful to others, so attached is a patch
for review.

It's basically a quick copy of the 32-bit versions, just with the data types
changed out, as appropriate.
