ModSecurity CRS Parser

Hello,
I want to develop a Snort dynamic preprocessor to parse  ModSecurity CRS. Is there any method to get the normalize HTTP 
traffic using HTTP_Inspect preprocessor and where can i find the Snort ruleset parser?
