snort-rules disable

Hello Team,

I'm new to snort so reaching out to the wider team to understand what the
strategy is in enabling/disabling the snort rules with each release.
I noticed the last two snort rule releases contained ~ 1000 snort rules in
the modified lists in which the rules all got disabled for Bal/Sec policy.
A lot of them are malware-cnc. What was the reason these rules were
disabled?
