[PATCH][REPOST] use new binary api for usb sniffig

hello list, this is an updated version of the patch to enable using the new usb sniffing infrastructure under linux. It retain and clean up a bit the existing code using the kernel text interface. The main change from the previous post is an autoconf test for the device used by the host distro to provide the binary interface. This test query the udev database for the usbmon device. If such device is not found in the udev database, a default device name is provided, in compliance with current Linux kernel naming convention. Please, let me know any feedback, Best regards, Paolo p.s. the 'configure' file is still present into the libcap cvs, shouldn't it be removed ?!?
