I have 2 different implementations. The problem is only with a very
small number of users so its not server-wide. Possibly related to a
specific firm-ware version of a Zyxel router - are there any known
in-compatibility between pcap and this router?

If I understood you, running tcpdump at the same time as your
application causes problems?

Or is that you have two implementations: one uses pcap and the other
does not?  Remember that pcap does not drop the packets that you
receive, so maybe you are duplicating the packets?
