There appears to be a networking problem of some sort that's  
preventing access to www.tcpdump.org (and cvs.tcpdump.org).

What operating system does the computer on which you'll be running  
your project use?  Some operating systems - most Linux distributions,  
FreeBSD, NetBSD, OpenBSD, DragonFly BSD, Mac OS X - provide libpcap  
with the operating system.
