Why is it a problem if you only have RPMs?

Is it because you're not running Linux, or because you're running a non-RPM-based Linux (e.g., Debian or Ubuntu)?

Could anyone let me know from where i can download this package. The web
site : http://cvs.tcpdump.org/cgi-bin/cvsweb is not working.

That's not where you download it; that's where you browsed it when it was stored in CVS. It's now stored in Git; if you want to get the top- of-tree source code, you need to get it with Git - see "Anonymous GIT" on

        http://www.tcpdump.org/

but that'd get you the raw source, *not* an installable package. You'd have to install it yourself, and it would install a separate version of libpcap from any libpcap that comes with your {Linux, BSD, Mac OS X, ...} system.
