CI news October-November 2023

Hello all.

I hope this finds you well.  Below you can find a digest of the CI
infrastructure improvements since the previous update.

* On netbsd-mips64 pkgsrc has been upgraded from 2023Q2 to 2023Q3
  without notable effects.
* Ditto netbsd-aarch64, which also upgraded GCC from 12.2 to 13.2.
* On freebsd-aarch64 GCC has been upgraded from 12.2 to 13.1.
* openbsd-aarch64, openbsd-mips64 and openbsd-amd64 all have been
  upgraded from OpenBSD 7.3 to 7.4.
* These upgrades often caused CMake to upgrade to 3.27 and to start
  breaking things in advance (tcpdump bug 1087).
