is wuftpd dependant upon the user account having a valid shell for security
reasons or just by design?

i.e. if i edit a users shell in /etc/passwd and set it to /bin/noshell that
user cannot ftp in...
/bin/noshell as shell in the passwd file and it's not in /etc/shells:

User will be able to use just the pop3 service

/bin/noshell as shell in the passwd file and it's in /etc/shells:

User will be able to use pop3+ftp services
