hping2 <http://www.kyuzz.org/antirez/hping/> by antirez is the best packet generator that I know about. Change time between packets (-i u1) and you have a packet flooder.
Preferably something that will compile on Linux or OpenBSD (Win32 is fine too, as a last resort).
