"Microsoft will reward $$$ to anyone who can explain it"??!??!?!?! Where did you hear that? Check Technet, Q157373. It's a formatting test feature. Been there for years. Kinda reminds me of the Technet Q - "Blendolini causes Choco-milkshake to hang in the kitchen", or the timeless perl of wisdom - "Network adapter will not work if unplugged" (Q228001).
