Bash TERMCAP overflows?

I was typing up a Progress Database TERM vulnerability today and I ran
across 
this issue with bash... this did not happen 100% of the time but
certainly more 
than once. 

[elguapo@linux elguapo]$ bash -version
GNU bash, version 2.04.18(1)-release (i586-mandrake-linux-gnu)

[elguapo@linux elguapo]$ uname -a
Linux linux.ckfr.com 2.4.3-20mdk #1 Sun Apr 15 23:03:10 CEST 2001 i686
