3gpp 24008-930 10.5.1.7 said that:

...
{ 0 | 1 < High Multislot Capability : bit(2) > }                                        --Release 5 starts here.

        { 0 | 1 < GERAN Iu Mode Capabilities > }
        < GERAN Feature Package 2 : bit >

        < GMSK Multislot Power Profile : bit (2) >
        < 8-PSK Multislot Power Profile : bit (2) >

        { 0 | 1 < T-GSM 400 Bands Supported : { 01 | 10 | 11 } >                -- Release 6 starts here.
                        < T-GSM 400 Associated Radio Capability: bit(4) > }

        0 -- The value '1' was allocated in an earlier version of the protocol and shall not be used.
...

This means that the present protocol used in my network is for release 5, and the Wireshark(Version 1.3.3) supports the
last release.
Thanks Jeff

To reply Yida : I don't know what your malformed packet is .for my network, the sample packet is treated as correct
packet.
