If you are going to give dummynet a try, you might want to look at m0n0wall, it is freebsd based and includes dummynet. It has a nice webgui in which you can define different link characteristics (bandwidth, delay, packet-loss IIRC). See: http://m0n0.ch/wall/ Good luck!
