As a matter of fact there are: https://build.opensuse.org/package/show?package=mingw64-gtk3&project=windows%3Amingw%3Awin64 I created bundles for GTK+ 3.4 and added them to the win{32,64}-libs repositories. BTW, PortAudio and Zlib packages are also available.
