New Clang version on the Buildbot

I recently upgraded the version of LLVM on the Clang-Code-Analysis
Buildbot to from 2.9 to 3.1 (trunk 155011). If there are any issues I
can revert back to 2.9. (Version 3.0 requires more memory than is
available on that machine.)
